Bingcang Is Acting President Of BCDA

Manila, June 6, 2023 - The Bases Conversion and Development Authority (BCDA) is pleased to announce the appointment of Engr. Joshua M. Bingcang as its new acting president and chief executive officer (PCEO), and a member of its Board of Directors. President Ferdinand R. Marcos, Jr. signed the appointment on June 2, 2023.

Engr. Bingcang assumes the role previously held by Aileen Anunciacion R. Zosa, who took office as BCDA PCEO on August 11, 2022. With an impressive background, Engr. Bingcang formerly served as the PCEO of the Clark International Airport Corporation and as the senior vice president of BCDA's Conversion and Development Group.

During his tenure at BCDA, Engr. Bingcang successfully managed and supervised several significant development projects, including the construction and maintenance of the Subic-Clark-Tarlac Expressway, the development of Clark Freeport Zone, the construction of the first phase of the National Government Administrative Center in New Clark City, and the expansion of Clark International Airport, among others.

Engr. Bingcang brings a wealth of expertise to his new position, holding a license as an electrical engineer and possessing a Master's degree in Business Administration from the University of the Philippines. He has also received specialized training in Urban Policy and Governance from the Nanyang Technological University and completed a program on Public-Private Partnerships in Infrastructure at the Harvard Kennedy School.

The BCDA n remits a significant portion of its disposition income to the Armed Forces of the Philippines (AFP) Modernization Program.

BCDA demonstrated strong financial performance, as its remittances to the national government reached Php 7.53 billion in 2022. This marked an impressive increase of Php 2.94 billion or 64% compared to Php 4.59 billion in 2021. The majority of BCDA's remittances to the national government comprised disposition proceeds amounting to Php 6.38 billion. These funds were generated from the sale, lease, or joint venture development of former military camps in Metro Manila, in accordance with Republic Act 7227.

The Department of Budget and Management will allocate and distribute these remittances to the AFP and other beneficiary agencies, further supporting the country's ongoing defense modernization efforts.

With Engr. Joshua M. Bingcang's extensive experience and leadership, the BCDA looks forward to continuing its mission of driving sustainable development and economic growth in the Philippines.
