Cagayan Governor Surrenders To House Of Representatives After Contempt Citation

Cagayan Governor Manuel Mamba voluntarily surrendered to the House of Representatives on Thursday, August 24, 2023, responding to a citation for contempt issued by a joint House panel just a week ago. The panel's decision came as a result of Governor Mamba's repeated failure to attend an inquiry by the House Committees on Public Accounts and on Suffrage and Electoral Reforms. The inquiry pertained to alleged illegal expenditures made by the provincial government during the 2022 campaign period.
Speaker Ferdinand Martin Romualdez warmly welcomed Governor Mamba's decision to surrender, praising it as a commendable step towards upholding the integrity of democratic institutions. Romualdez, a prominent figure leading the 311-strong legislative chamber, stated, "Governor Mamba's choice to voluntarily surrender is a commendable stride in safeguarding the integrity of our democratic institutions. It signifies his readiness to collaborate with the House's proceedings and underscores a steadfast commitment to the fundamental principles of accountability and transparency that form the cornerstone of our democracy."
Speaker Romualdez emphasized the House's commitment to ensuring Governor Mamba's well-being and safeguarding his legal rights during his custody. He reassured the public that the House of Representatives would adhere to established legal procedures and safeguards throughout the entire process, upholding principles of fairness and due process.
The decision to cite Governor Mamba for contempt was made during a joint hearing held on August 17. Alongside Governor Mamba, Cagayan Provincial Information Officer Rogelio Sending was also cited for contempt. Despite Sending's presence at the hearing, he was similarly ordered to be detained.
