The Chinese Embassy in Manila took to Facebook to address misquotes and misinterpretations of Ambassador Huang Xilian's remarks at the 8th Manila Forum for China-Philippines Relations.

The Embassy appreciated the extensive coverage of Ambassador Huang's speech but pointed out that some of his words were taken out of context. In order to set the record straight, the Embassy provided the original text of Ambassador Huang's speech, which was delivered on April 16, 2023.

In his speech, Ambassador Huang highlighted the historical friendship and peaceful coexistence between China and the Philippines despite their differences on the South China Sea issue. He emphasized the importance of resolving differences through direct dialogues and mutual respect, and warned against provocative actions or external interference that could complicate the situation and threaten regional peace and security.

Ambassador Huang also expressed concerns about the tensions across the Taiwan Strait, attributing it to the "Taiwan independence" forces colluding with the US. He commended the Philippines for adhering to the one-China principle and expressed disappointment over the announcement of four additional Enhanced Defense Cooperation Agreement (EDCA) sites in the Philippines, which he believed could serve the US's anti-China agenda and jeopardize peace and development in the region. He urged the Philippines to unequivocally oppose "Taiwan independence" and not offer the US access to military bases near the Taiwan Strait, if it genuinely cares about the welfare of the Filipino overseas workers in Taiwan.

The Embassy concluded the Facebook post by expressing the hope for in-depth discussions and exchanges to enhance understanding and mutual trust between China and the Philippines. It also emphasized the need for strategic independence and not being a vassal of others, echoing French President Macron's statement that being an ally does not mean being a vassal.
