Collapsed Road In Cebu City Sparks Concerns About Flood Control Measures

Emergency responders and city officials in Cebu City were on alert on September 13, 2023, as a section of Legaspi Street in Barangay Sto. Niño, Cebu City, experienced a road collapse. The incident, which occurred on September 13, 2023, raised concerns about the city's flood control measures and infrastructure maintenance.
The Parian Fire Personnel, led by SFO3 Alexander Labuga and under the direct supervision of FSUPT Reynaldo Enoc, City Fire Marshal, and SINSP Jemar F. Mesion, Chief of Operations, responded swiftly to the scene. Thankfully, there were reported injuries, but the collapse disrupted traffic in the area, affecting commuters and residents.
Cebu City Vice Mayor Raymond Alvin Garcia shared updates on Facebook, expressing his apologies to those affected by the recent flooding in various parts of the city due to weather conditions. He assured the public that efforts were underway to address the collapsed road, which occurred near the Metropolitan Cathedral and within the Cebu City Heritage District. Vice Mayor Garcia also revealed that the contractor responsible for the road's maintenance, Dakay Construction and Development Corp., had committed to restoring and reopening the affected area, at least to one-lane traffic, within two days.
While Cebu City has been diligent in cleaning rivers and waterways and maintaining drainage systems through Task Force Gubat sa Baha, flash flooding remains a concern. Vice Mayor Garcia emphasized the need for additional measures to address runoff water from developed and developing areas. These measures should consider preserving natural flood-control features like riparian vegetation, wetlands, floodplains, and meanders to help mitigate the impact of rainfall.
