Comelec Approves Internet Voting For Overseas Filipino Voters
Manila, Philippines - In a landmark decision, the Commission on Elections (Comelec) has given its approval for the conduct of electronic (internet) voting for overseas Filipino voters.

This move comes after a thorough examination of relevant provisions in the Republic Acts No. 9189 and No. 10590, which authorize the exploration and implementation of more efficient and secure voting methods.

Section 16.11 of Republic Act No. 9189 mandated Comelec to study the use of electronic mail, internet, or other secured networks for casting votes by qualified overseas Filipino voters. Section 28 of Republic Act No. 10590 further directed the commission to explore more efficient and reliable modes or systems, ensuring the secrecy and sanctity of the entire process.

As a result of an extensive study conducted by the commission, which included the availment of exploratory measures, Comelec has determined that internet voting is a viable alternative that fulfills the requirements of secure and efficient overseas voting. With this determination, the commission has gained the authority to promulgate its own rules and regulations for the appropriate implementation of such a voting system, without further legislation from Congress, as stipulated in Section 23 of Republic Act No. 10590.

Chairman George Erwin M. Garcia expressed his confidence in the commission's expertise and understanding of the complexities surrounding overseas voting. He emphasized that the additional authority granted to Comelec under Republic Act No. 10590 reflects Congress's recognition of the commission's knowledge and experience in this field.

The decision to approve internet voting for overseas Filipino voters is expected to have a significant impact on the electoral process for the Filipino diaspora. It is anticipated that the use of electronic voting will increase accessibility and participation, as it provides a convenient and secure method for overseas Filipinos to exercise their right to vote.

Comelec will now begin the process of formulating the necessary rules and regulations to ensure the smooth implementation of internet voting. The commission will work closely with experts in cybersecurity and technology to develop a robust system that safeguards the integrity and confidentiality of the votes cast by overseas Filipino voters.
