DBM Approves Creation Of 5,000 Non-Teaching Positions To Support Quality Education

In a significant move aimed at providing adequate manpower and support to educators in delivering quality instruction to students, the Department of Budget and Management (DBM), led by Secretary Amenah F. Pangandaman, has greenlit the establishment of 5,000 non-teaching positions across various schools under the supervision of the Department of Education (DepEd) Philippines nationwide.

The decision comes as part of the implementation of the MATATAG Agenda, a roadmap released by DepEd under the leadership of Vice President and concurrent DepEd Secretary Inday Sara Duterte. The agenda addresses crucial needs in terms of infrastructure, teaching staff, facilities, and more, all laid out comprehensively in their strategic plan.

The newly approved positions consist of 3,500 Administrative Officer (AO) II roles, aimed at relieving teachers from administrative tasks that support school operations, and 1,500 Project Development Officer (PDO) I positions. The latter will assist AO IIs and other non-teaching personnel by overseeing the implementation of programs, projects, and activities mandated by either the schools themselves or the DepEd Central Office.

Beneficiaries in AO II and PDO I positions will receive a basic salary amounting to Php 27,000 (SG-11), in accordance with the Fourth Tranche Monthly Salary Schedule for Civilian Personnel of the National Government.

"This is a significant support for our teachers as it will unload them from administrative work and allow them to focus on teaching students. By hiring non-teaching staff, our educators will be able to save a lot of time and effort," added Secretary Pangandaman.

The approved positions will be deployed to Schools Division Offices (SDOs) in the following regions: Cordillera Administrative Region (CAR), CARAGA, National Capital Region (NCR), Regions I to XII.

Funding for the filled positions arising from these new positions will be sourced from the Miscellaneous Personnel Benefits Fund (MPBF) under the FY 2023 General Appropriations Act (GAA). Meanwhile, Retirement and Life Insurance Premium funding will be allocated through Automatic Appropriations.

Recalling statements made during the 2022 Presidential campaign, President Ferdinand R. Marcos Jr. highlighted the importance of addressing the issue of teachers undertaking duties outside their core responsibilities, leading to exhaustion and burnout that ultimately affects the quality of education. The President emphasized that removing non-teaching tasks from teachers' responsibilities will help maintain the quality of public education and safeguard their mental health.

"We need to hire more non-teaching personnel who are qualified for the job. I'm referring to tasks that teachers are burdened with but shouldn't be their responsibility," stated President Ferdinand R. Marcos Jr. "We can give teachers more time to prepare their lesson plans. Sometimes, our teachers also serve as the librarian, nurse, we even receive reports that some are also in charge of the canteen," he further added.
