DBM Approves P1 Billion For Marawi Compensation

In a move towards the rehabilitation and recovery of Marawi, the Department of Budget and Management (DBM) Secretary Amenah F. Pangandaman has given the green light for the issuance of a Special Allotment Release Order (SARO) amounting to P1 billion.

This allocation, sanctioned under the Fiscal Year 2023 General Appropriations Act (GAA), is specifically earmarked to provide compensation for the victims of the 2017 Marawi Siege.

Secretary Pangandaman, who is of Maranao heritage, expressed her joy at witnessing the city's resilience and strength six years after the devastating siege.

She thanked President Bongbong Marcos' continuous support for initiatives in Mindanao, emphasizing its significance for the Maranao people and the entire Mindanao region.

The Secretary's sentiments were shared during the announcement, emphasizing the unity encapsulated in the vision of a unified "Bagong Pilipinas" where no one is left behind.

The disbursement will be facilitated by the Marawi Compensation Board (MCB), which has identified 362 victims as eligible recipients of this financial assistance.

The fund, drawn from the National Disaster Risk Reduction and Management Fund (NDRRMF) as outlined in Special Provision No. 3 of the FY 2023 GAA, will compensate various groups affected by the siege.

These include lawful owners of residential, cultural, and commercial structures within Marawi's Main Affected Areas, private property owners impacted by the Marawi Recovery, Rehabilitation, and Reconstruction Program, and the heirs of those who lost their lives during the siege in accordance with RA No. 11696.

RA No. 116964, or the Marawi Siege Victims Compensation Act of 2022, established the MCB to facilitate tax-free payments to qualified individuals who suffered losses during the 2017 Marawi Siege.
