The Department of Tourism (DOT) issued a statement on July 3, 2023, expressing its strong disappointment and outrage over the use of non-original/stock footage in the audio-visual presentation (AVP) created by DDB Philippines for the launch of the enhanced tourism branding campaign for the Philippines.

According to the terms outlined in the contract between the DOT and DDB Philippines, all materials produced for the tourism branding campaign were required to be original and aligned with the DOT's advocacies. “The DOT reserves the right to change, suspend, or discontinue temporarily or permanently the contract at any time should the DOT deem the agency incapable of the project,” Tourism Secretary Christina Garcia Frasco.

DDB Philippines has publicly acknowledged their mistake and issued an apology for their actions, taking full responsibility for the non-original materials used in the AVP. However, the DOT has decided to exercise its right to initiate termination proceedings against the contract with DDB Philippines.

As of the date of the statement, no payments have been made by the DOT to DDB Philippines under the tourism branding campaign contract. The DOT will also be forfeiting the performance security provided by DDB Philippines due to their default in meeting their obligations under the contract.
