DepEd Denies Targeting ACT Members
The Department of Education (DepEd) released a statement on June 24, 2023, aiming to address rumors circulating regarding that the Department's Automatic Payroll Deduction System (APDS).

In the statement, DepEd denied the allegations made by the Alliance of Concerned Teachers (ACT) group, asserting that the memorandum in question was never intended to profile or target any specific organization or union.

DepEd officials expressed their concern over the deliberate dissemination of false information by ACT Teachers to the public, which they labeled as "patently absurd, distorted, and illogical."

The Department clarified that the main objective behind consolidating the list of APDS beneficiaries was to centralize, connect, update, and enhance the Department's Human Resource Systems, including the APDS.

The move was prompted by regular complaints from employees regarding inaccurate, questionable, and unwarranted salary deductions for loan remittances and membership dues.
DepEd emphasized that it is well within its authority and responsibility to investigate the complaints raised by its employees and ensure the protection of their rights and welfare.

While it is true that a memorandum sought the list of ACT Union members, DepEd clarified that similar requests were made for the members of other unions, organizations, and associations of both teaching and non-teaching personnel who avail of the APDS. The Department firmly stated that there was no deliberate effort or intention to target members of the ACT Union or any other specific group.
