DILG Orders Dismissal Of Police In Hit-And-Run Case

The Department of the Interior and Local Government (DILG) upheld its decision to deny the appeal of PLt. Col. Mark Julio U. Abong in connection to the fatal hit-and-run incident on August 6, 2022.

Abong's involvement led to the tragic death of tricycle driver Joel Larosa and injuries to a passenger along Anonas Street, Quezon City.

The National Police Commission (NAPOLCOM) Regional Appellate Board National Capital Region (RAB NCR) First Division had previously found Ab moong guilty of grave offenses, prompting the DILG to affirm their decision. Abong's dismissal from the Philippine National Police (PNP) is now imminent.

The DILG cited Abong's grave misconduct, neglect of duty, and conduct unbecoming of a police officer, emphasizing his attempts to conceal culpability.

The officer's malicious falsification of evidence to shift blame onto his driver, Ronald Centino, was exposed by substantial and circumstantial evidence.

Despite Abong's claim of mistaken identity, the PNP Health Services' records revealed his admission for injuries and intoxication immediately after the incident. The Quezon City People’s Law Enforcement Board (PLEB) Fourth Division recommended Abong's dismissal in a decision dated March 21, 2023.

DILG issued a direct order to PNP Chief, Police General Benjamin C. Acorda, Jr., urging the immediate implementation of Abong's dismissal.

The officer faces allegations of rogue acts, including an alleged unprovoked gun-firing incident outside a Quezon City bar.
