In the aftermath of the assassination of Negros Oriental Governor Roel Degamo, DILG Secretary , Benhur Abalos, has issued an order for the replacement of all police personnel in the whole province.

The order called for the replacement of police personnel in Bayawan City and other local government units in Negros Oriental. Abalos appointed General Sermonia to oversee the implementation of the order, and he was sent to Bayawan City to oversee the process.
