DOTr - PNR South Office Boosts Progress For Swift Rail Project Completion

In a significant step towards the swift realization of the Philippine National Railway's North-South Commuter Railway (NSCR) system, the inauguration of the Site Office in Santa Rosa, Laguna, marks a milestone for Contract Package S-05 (CP S-05). The 12.80-kilometer railway structure with elevated stations is now set for accelerated construction, with a target completion date of April 2028.
Transportation Undersecretary for Rail Jeremy Regino highlights the commitment to safety and welfare, ensuring the well-being of the 300 personnel engaged in the four-year project. The site, spanning 8,300 square meters with a 15-hectare Integrated Precast Yard, boasts state-of-the-art facilities, including offices, living accommodations, laboratories, and a medical center for immediate response.
Joint Venture Hyundai Engineering and Construction Co., Ltd., and Dong-Ah Geological Engineering Company Ltd. ("HDJV") will establish an office at the Site, benefiting from the top-notch facilities during the Laguna phase. The P27.6 billion contract for CP S-05, awarded in September 2022, is integral to the NSCR's Build Better More Program, connecting Clark, Pampanga, and Calamba, Laguna.
Usec Regino underscores the importance of safety protocols, machinery maintenance, and immediate medical response. The Site Office not only focuses on infrastructure but also prioritizes work-life balance with facilities like a gym, karaoke area, and half basketball court.
Part of a joint initiative by the Japan International Cooperation Agency (JICA) and the Asian Development Bank (ADB), the NSCR aims to reduce travel time by 50 percent, featuring 35 stations, 50 commuter train sets, and express trains serving Clark International Airport.
Secretary Jaime Bautista emphasizes timely project completion, aligning with President Bongbong Marcos Jr.'s directive to spare no effort in building this monumental rail project. Scheduled for completion in 2029, the NSCR represents a transformative 147-kilometer modern rail system, linking Calamba City and Clark, with connections to the Metro Manila Subway—a pioneering mass underground transport system in the Philippines.
