DOTr Explores Government To Government Procurement Of License Cards

The Department of Transportation (DOTr) is considering engaging the services of other government agencies to supply plastic driver's license cards for the Land Transportation Office (LTO) in the Philippines.
This comes as the LTO is currently undergoing a competitive bidding process for the procurement of the cards, with a deadline for submission and opening of bids set for May 24, 2023.
Transport Secretary Jaime J. Bautista has been in talks with the National Printing Office (NPO) Director to explore their technical capability to supply the needed cards. The Secretary has also expressed interest in discussions with the APO Production Unit for the same purpose.
However, the Central Bids and Awards Committee (BAC) requires further details before an agency-to-agency arrangement can be finalized through a Memorandum of Agreement, as mandated by existing laws, rules and regulations.
It is important to note that the Secretary's meeting with the NPO Director was exploratory at this time, intended to determine possible scenarios in case the services of other government agencies will be needed.
The DOTr acknowledges the urgency of the situation and is taking steps to ensure that the LTO can provide driver's license cards as soon as possible. The Central BAC is currently addressing issues and comments received from prospective bidders on the Terms of Reference (TOR) submitted by the LTO to the BAC last March 21, 2023.
As the bidding process and exploration of alternative solutions continue, the DOTr assures the public that it remains committed to providing high-quality services and facilities for the transportation sector, including the issuance of driver's licenses.
