Executive Order Imposing Price Ceilings On Rice To Take Effect On September 5

The Office of the Executive Secretary (OES) has provided clarity regarding the implementation of Executive Order (EO) No. 39, which establishes price ceilings for regular and well-milled rice throughout the Philippines. According to OES Undersecretary Leonardo Roy Cervantes, this significant directive will come into effect on Tuesday, September 5, 2023.
The OES emphasized that the price cap on rice will be enforced immediately upon its publication in national newspapers. EO No. 39 specifically mandates that regular milled rice should not exceed PhP41.00 per kilogram, while well-milled rice should not exceed PhP45.00 per kilogram.
Furthermore, the OES has encouraged citizens to utilize the government's 8888 Citizens' Complaint Center for any inquiries or complaints related to the executive order.
This executive action follows President Ferdinand R. Marcos Jr.'s approval of recommendations from the Department of Agriculture (DA) and the Department of Trade and Industry (DTI) on August 31. The decision to impose these mandated price ceilings on rice is a response to the rising retail prices of rice in the country.
President Marcos has instructed the DA and the DTI to collaborate in monitoring rice prices across wet markets, supermarkets, warehouses, and storage facilities. This joint effort aims to ensure the effective implementation of the order and prevent any illegal activities, including hoarding and profiteering.
With the imminent enforcement of EO No. 39, the government hopes to stabilize the prices of rice, making this staple food more affordable for all Filipinos.
