Fliptop Rapper Tipsy D Arrested In Online Raffle Operation

Balanga City, Bataan – Fliptop MC, Tipsy D, whose real name is Mark Kevin Andrade, has found himself on the wrong side of the law. He and seven others were apprehended by the PNP Anti-Cybercrime Group and PAGCOR for their involvement in an illegal online gambling operation with a deceptive online raffle scheme.
The operation in question was running on a Facebook page known as "Tipsy D. Garage," where they conducted online raffles promising prizes such as brand-new cars, which could also be converted to cash. However, their activities were not registered with PAGCOR, making their operation unlawful.
According to the police, the investigation began after a complaint was lodged by PAGCOR on August 10, alleging that Tipsy D. was engaging in online raffles and selling tickets for various valuable prizes.
The authorities initiated surveillance and, after numerous attempts, secured a search warrant to examine the data.
Their investigation revealed that Tipsy D. and his associates lacked the required licenses for their operation.
The PNP Anti-Cybercrime Group issued a statement, urging any victims to come forward and cooperate with them in filing appropriate charges: "We call on anyone who may have fallen victim to this illegal scheme to reach out to us and work together to ensure that the responsible parties face the consequences."
Tipsy D. and the seven other suspects are now facing charges related to violations of PT1602 as amended by R.A. 9287, in connection with Section 6 of R.A. 10175, also known as the Cybercrime Prevention Act of 2012.
