Governor Manuel Mamba Allowed To Leave House Of Representatives Following Personal Undertaking

In a surprising turn of events, Governor Manuel N. Mamba of Cagayan Province has been permitted to leave the House of Representatives not due to a Temporary Restraining Order (TRO) issued by the Supreme Court, but rather on the strength of a personal Statement of Undertaking he willingly signed.

The statement includes his admissions, an apology to the House of Representatives, and a promise to engage constructively in future Joint Committee meetings.

Governor Mamba, who holds a Salary Grade 30 position as the Cagayan Province Governor, had been held in contempt and detained by the Joint Committee on Public Accounts and Suffrage and Electoral Reforms for alleged undue interference during committee proceedings.

On August 24, 2023, he was taken into custody by the House of Representatives Sergeant at Arms, accompanied by the Philippine National Police.
Following a special hearing

on August 24, where Governor Mamba presented his perspective to the Joint Committees, his explanations failed to gain acceptance among Committee Members. Expressing his regret for any misunderstandings and extending an apology to the House of Representatives and the Joint Committee Members for any offense taken, Governor Mamba took a proactive step toward reconciliation.

The key points outlined in the Statement of Undertaking include Governor Mamba's commitment to abstain from making offensive statements against the House of Representatives as an institution, its Committees, and Members involved in the hearings related to House Resolution Nos. 145 and 146.

He also pledged his willingness to actively participate in the hearings concerning the aforementioned resolutions, with an assurance that his legal rights would be upheld throughout the process.

Furthermore, in a gesture of goodwill, Governor Mamba vowed to withdraw a pending petition he had filed before the Supreme Court, docketed as G.R. No. 268540, titled "Manuel N. Mamba vs. House of Representatives Committee on Public Accounts, et. al."

This withdrawal hinges upon the Joint Committees' decision to release Governor Mamba from detention and the subsequent lifting of contempt and detention orders.

The withdrawal will be finalized upon submission of a copy to the Joint Committees.

The Statement of Undertaking, which was signed on August 24, 2023, in Quezon City, bears Governor Mamba's commitment to cooperation, respect, and engagement in the democratic processes of the House of Representatives.
