Hitman Of Teves Terrorist Group Arrested In Nueva Ecija For Murder

Law enforcement authorities in Talugtug, Nueva Ecija apprehended one of the hitmen affiliated with the Teves Terrorist Group on September 7, 2023. The suspect, Richard Quadra y Namoco, 45 years old and a resident of Brgy Milagrosa, Sta Catalina, Negros Oriental, was apprehended via a Warrant of Arrest for Murder.

The operation was a collaborative effort involving multiple law enforcement agencies, including the Talugtug Municipal Police Station, NEPPO, and the Regional Intelligence Unit 3, among others. PCPT Emiliano C Jalova Jr, Officer In Charge of the Regional Intelligence Unit 3, led the operation.

During the arrest, authorities seized a caliber 9MM handgun, a Smith and Wesson Model SW9C, loaded with one magazine containing fourteen live ammunition rounds from Quadra's possession.

Richard Quadra is involved in a series of killings that occurred in Negros Oriental in 2019, along with five other individuals, including dismissed Congressman Arnulfo Teves. They now face Murder charges.

In addition to the Murder charges, a criminal complaint for violations of RA 10591 (Comprehensive Laws on Firearms and Ammunition) and the Omnibus Election Code of the Philippines is being prepared against Quadra.

PCOL Richard V Caballero, Provincial Director of NEPPO, emphasized the commitment of law enforcement to pursue wanted individuals and maintain the safety of residents. He praised the diligence and professionalism of the personnel involved in the operation. This arrest serves as a testament to the ongoing efforts to bring criminals to justice, in response to the directive of PBGEN Jose S Hidalgo Jr, Regional Director of PRO3, to intensify Manhunt Charlie Operations in the region.
