House Of Representatives Convenes Committee Of The Whole For Deliberation On Constitutional Amendments

Speaker Ferdinand Martin Romualdez has taken a significant step forward by constituting the House of Representatives into a Committee of the Whole for the comprehensive discussion of Resolution of Both Houses No. 7.
Romualdez, in his opening address, emphasized the importance of convening the Committee of the Whole House to facilitate swift action while ensuring active participation from every House Member. The focus of discussion revolves around proposed amendments to certain economic provisions of the 1987 Constitution.
The proposed amendments encompass reforms in the public service sector, enhancing access for Filipino children to top educational institutions regardless of ownership, and liberalizing the advertising industry.
To underscore the House's commitment to economic amendments, all three proposed amendments from the Senate version of RBH 6 have been adopted.
Speaker Romualdez called upon his colleagues to engage wholeheartedly in the Committee of the Whole House proceedings, highlighting the potential benefits of relaxing restrictive economic provisions. He emphasized that such amendments could foster an environment conducive to abundant job opportunities, top-tier education, and equitable progress for all.
In an effort to gather insights from various sectors, the House extended invitations to key figures from both the private and public sectors. Notable attendees include Secretary Arsenio Balisacan of the National Economic and Development Authority (NEDA), Secretary Ralph Recto of the Department of Finance, President Nina Mangio of the Philippine Chamber of Commerce and Industry (PCCI), President Sergio Ortiz-Luis Jr. of the Philippine Employers Confederation, President Sara Murphy of the American Chamber of Commerce of the Philippines, Chair Ret. Chief Justice Reynato Puno of the Philippine Constitution Association, and esteemed members of academia from the UP School of Economics and Ateneo School of Government.
The proceedings mark a pivotal moment in the nation's legislative journey, reflecting a concerted effort to enact reforms aimed at fostering economic growth and inclusivity.
