Impeachment Calls Loom As VP Duterte Responds To Allegations Of Misused Confidential Fund

House Deputy Minority Leader and Alliance of Concerned Teachers (ACT) Representative France Castro raised concerns over alleged violations including the misuse of public funds, technical malversation, and constitutional breaches, prompting discussions of a potential impeachment.

"Antayin muna natin 'yung report ng COA na hinihingi natin maimbestigahan nila ito, dito sa nangyari sa 125 Million dahil inaamin naman nila na meron mga expenses ito eh pero paano nagkaroon nang ganon kung wala naman neto sa GAA 2022 saan kinuha ang pondo saan ginamit yung pondo kaya very questionable ito," Rep. Castro stated, referring to the alleged unauthorized allocation of P125 million.

Castro also pointed out that the 2024 National Expenditure Program indicates that the said amount was obligated by the Office of the Vice President (OVP) for confidential expenses in 2022, raising further concerns about its allocation and utilization.

In response, Vice President Sara Duterte issued a statement expressing her willingness to cooperate with an investigation by the Commission on Audit (COA) into the matter. Duterte's statement read, "We welcome the probe she recommended for the Commission on Audit to do on the 2022 OVP CF. But today, Ms. Castro doesn’t deserve an explanation because she did not come to class prepared — like a good teacher. All she did was wildly and masterfully arrange some allegations against me and the OVP, which will all be answered once the probe is done and during the budget hearing. Meanwhile, I hope she finds gratification and great joy over the thought of my impeachment from office. Enjoy."

The COA report, recently disclosed, revealed an additional allocation for confidential expenses during the second semester of CY 2022 amounting to P125 million, raising further questions about the transparency and legality of the funds' utilization.
