The Kalayaan Municipal Council has passed a resolution declaring Chinese Ambassador to the Philippines Huang Xilian as persona non grata.

Resolution No.125-015 was introduced by Kalayaan Municipal Council member Maurice Philip Alexis Albayda after Huang allegedly dismissed the harassment of Chinese vessels towards Philippine ships in the West Philippine Sea.

Even after the recent incident involving the China Coast Guard's water cannon attack on a Philippine supply ship, BRP Sierra Madre, stationed at Ayungin Shoal, Huang reportedly defended the action as a justified response by their forces.

Albayda also delivered a privilege speech where he condemned the statements made by the Chinese Ambassador.

According to the councilor, as the sole municipality in the West Philippine Sea (WPS), it is the responsibility of the local government of Kalayaan to protect their fellow countrymen from China's mistreatment.

The councilor also appealed to the Department of Foreign Affairs (DFA) to rectify the diplomatic relationship between the Philippines and China.
