The Metropolitan Manila Development Authority (MMDA) has addressed and debunked claims made by the Riders Safety Advocates of the Philippines (RSAP) regarding the state of motorcycle lay-bys under EDSA flyovers. Contrary to RSAP's assertions, the MMDA clarified that the lay-bys have not been removed; instead, they have been upgraded and expanded to better accommodate motorcyclists' needs.

Significant improvements have been implemented, notably increasing the size and accessibility of the motorcycle lay-bys located beneath several key EDSA flyovers, including Ortigas, Santolan, Kamuning, Kamias, and Quezon Avenue. Additionally, efforts have been made to establish a functional motorcycle lay-by along the C-5 corridor.

One of the notable features of these upgraded lay-bys is the provision of complimentary repair services for motorcycles and bicycles. This service aims to assist riders in ensuring their vehicles are in proper working condition.

Addressing another claim made by RSAP, MMDA refuted the assertion that motorcyclists utilizing the lay-bys are being fined ₱1000. MMDA emphasized that using the lay-bys is entirely free of charge and encouraged all motorcycle riders to take advantage of these facilities, particularly during adverse weather conditions such as rain.

MMDA also emphasized the importance of safety for all road users. Motorcyclists are strongly urged to utilize these designated lay-bys instead of seeking shelter under MRT stations, footbridges, or other structures. This initiative aligns with MMDA's commitment to fostering a safer road environment for everyone
