MMDA Explores Road Sharing On EDSA Bike Lane, Considers Elevated Walkway And Bikeway

In a recent announcement, the Metropolitan Manila Development Authority (MMDA) has unveiled plans to potentially implement a road sharing scheme for the bike lane along Epifanio delos Santos Avenue (EDSA). Atty. Don Artes, the Acting Chairman of MMDA, revealed that the agency is currently engaged in a preliminary study to evaluate the feasibility of transforming the bike lane into a shared space for both bicycles and motorcycles.
Artes highlighted the need for the bike lane's utilization, citing its current underuse. The preliminary study, expected to conclude within the week, is anticipated to pave the way for further discussions. A stakeholders' meeting is scheduled for August 29, with representatives from both cycling and motorcycle communities participating.
Addressing the challenges posed by the high number of motorcycles on EDSA, the MMDA acknowledges that solutions must involve consultation and cooperation from all stakeholders. Artes noted, "We will consult our stakeholders before we finalize and make recommendations to the Department of Transportation (DOTr). The DOTr has the final say on the matter because the bike lane is their project."
The MMDA is also considering innovative enhancements to EDSA's infrastructure. Among the ideas being explored is the creation of an elevated walkway and bikeway spanning from Guadalupe to Cubao. These improvements aim to promote safer and more efficient means of transportation for pedestrians and cyclists.
Atty. Don Artes reiterated that the current policy of exclusive bicycle lane usage was implemented by the MMDA over three years ago. However, due to recent developments, including the suspension of the "no contact apprehension" policy, some motorcycle riders have been observed using the dedicated bicycle lane. To address this issue, Artes stated, "For now, we will only remind the motorcycle riders not to use the EDSA bicycle lane." Violators will face fines of P1,000 for disregarding traffic signs.
The MMDA's preparations extend beyond road sharing considerations. The agency has set up a multi-agency command center (MACC) as part of its efforts to ensure a coordinated and efficient traffic management response during the upcoming FIBA Basketball World Cup 2023. The event is set to take place at the Philippine Arena in Bocaue, Bulacan, and coincides with the non-suspension of the expanded number coding scheme on August 25.
Moreover, to facilitate the smooth flow of traffic during the FIBA World Cup 2023 festivities, road works in Metro Manila are temporarily suspended from August 17 to September 10. Additionally, mall-wide sales in areas affected by the event will be prohibited to ensure road accessibility and safety for all types of vehicles and pedestrians.
