New Motorcycle Registration Valid for 3 Years

Land Transportation Office (LTO) Chief Jayart Tugade has ordered the implementation of a three-year validity of registration for all new motorcycles in the country. Under current regulations in accordance with Republic Act 4136 and Republic Act 11032, motorcycles with an engine displacement of 201cc and above are granted three years of validity for initial registration with the LTO.

However, following a study by the agency, LTO Chief Tugade has decided to extend the three-year validity to motorcycles with engines of 200cc and below as well. "It is hereby directed that initial registration of brand new motorcycles with engine displacement of 200cc and below shall be valid for three (3) years," as stated in Memorandum Circular No. JMT-2023-2395.

"It is understood that the MVUC to be collected during the initial registration shall likewise be adjusted to cover the corresponding registration validity period," the Memorandum added.
This is part of the LTO's efforts to streamline processes and ease transactions for the public. "We do not see any problems with the roadworthiness of motorcycles with three-year registration because they are new vehicles," said LTO Chief Tugade.

"We at the LTO believe that this move will help many drivers who register new motorcycles for their livelihood or work," the official added.

Based on LTO's past data, an estimated two million new motorcycle registrations with 200cc and below engines will benefit from the new policy this year.

"This is proof that your LTO is listening to suggestions from the public who transact directly with the agency. Studies on existing policies and guidelines will continue, and if there is a need to change them for the betterment of the system, we are ready to do so," assured LTO Chief Tugade.

Following the three-year validity of initial registration, motorcycles with 200cc and below engines will also need to be registered annually in accordance with current regulations for other types of vehicles. The memorandum will be effective on May 15 of this year.
