In a move towards enhancing water resource utilization, the National Irrigation Administration (NIA) and the Provincial Government of Cavite (PGC) have officially signed a memorandum of agreement (MOA). The signing ceremony, held at the Presidential Guest House in Malacañang, was witnessed by Senior Deputy Executive Secretary Hubert Guevarra.

The MOA underscores a strategic initiative aligned with President Ferdinand R. Marcos Jr.'s vision to optimize water resources without compromising vital irrigation commitments. Cavite Gov. Juanito Victor "Jonvic" Remulla and NIA Administrator Eduardo Eddie Guillen formalized the agreement, aiming to reassign existing water rights and responsibly manage excess water.

Under the agreement, Cavite and NIA will collaborate to ensure the sustainable use of water resources, prioritizing municipal needs while adhering to water management laws. The reallocation of NIA's excess irrigation water is anticipated to contribute to the economic growth of Cavite and generate additional revenue for the agency.

Gov. Remulla emphasized the importance of the agreement for the province's well-being, praising the administration's commitment to water security and sustainable resource management. He highlighted the positive impact on industry and growth, asserting that what benefits Cavite ultimately benefits the entire country.

NIA Administrator Guillen expressed optimism about repurposing water rights for multipurpose use, emphasizing its significance in boosting non-irrigation revenues. He underscored the collaboration's dual benefit, addressing Cavite's domestic water needs while optimizing NIA's excess resources.

Senior Deputy Executive Secretary Guevarra affirmed that the MOA aligns with President Marcos' focus on food and water security. He urged the Filipino people to support these initiatives, marking a pivotal moment in the government's commitment to harnessing the country's water resources.

This MOA signifies a crucial step towards achieving water security and sustainable resource management, aligning with the broader goals outlined in Executive Order No. 22, series of 2023, and collaborative agreements with the National Water Resources Board and the Water Resources Management Office.
