OPAPRU, MSU Sign MOA For The Implementation Of Transformation Program for MNLF

The Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) and the Mindanao State University (MSU) System signed a Memorandum of Agreement (MOA) on July 6, to establish the Transformation Program for the Moro National Liberation Front (MNLF).

OPAPRU in a press statement explained that the Transformation Program is anchored on the provisions of the 1996 Final Peace Agreement (FPA) which put an end to the decades-long armed conflict between the government and the revolutionary group, and brought increased peace, security and stability in the region.

It added that the MNLF Transformation Program aims to support the transition of MNLF members, particularly those who were not integrated into the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) under the agreement, as well as their families into peaceful and productive civilians.

The MOA was signed by Presidential Adviser on Peace, Reconciliation and Unity, Sec. Carlito G. Galvez, Jr., and MSU System President, Atty. Basari D. Mapupuno.

Mapupuno expressed gratitude and optimism for the partnership, acknowledging the collaborative efforts for peacebuilding and socioeconomic development involving the MSU System, OPAPRU, and the MNLF.

He emphasized that achieving sustainable peace requires strong partnerships and collaboration among diverse stakeholders.

Cesar B. Yano, a member of the Government of the Philippines (GPH) Management Committee, emphasized the significance of the agreement for the peace process.

He highlighted that the MOA commits the parties to work closely together towards managing the implementation of the transformation program, benefiting former MNLF combatants, their families, and communities.

David B. Diciano, the OPAPRU Presidential Assistant for Bangsamoro Transformation, underscored the potential of the MSU to facilitate the development of MNLF communities.

He expressed the belief that the MSU, as an academic institution, can share its technologies and extend its services to drive community-driven development in the MNLF communities.

Diciano emphasized the importance of sustaining the gains made in transforming the lives of the people.

The funding for the project will be sourced from the PAyapa at MAsaganang PamayaNAn – Locally Funded Project (PAMANA-LFP) under the FY 2023 General Appropriation Act.

The MSU System will utilize these funds to conduct community assessments, consultations, and development initiatives in 25 priority MNLF communities across several provinces, including Basilan, Lanao del Sur, Maguindanao del Norte, Maguindanao del Sur, North Cotabato, Sarangani, Sultan Kudarat, and Cotabato City.

Moreover, the MSU will be responsible for profiling 2,000 MNLF combatants in several provinces, organizing capacity-building and enhancement trainings for monitoring, evaluation, accountability, and learning requirements of the Transformation Program.
