PBBM Approves Single System for All Govt Transactions

President Ferdinand R. Marcos Jr. approved on Tuesday the creation of a single operating system for all government transactions to ensure ease of doing business in the country. During a sectoral meeting on improving bureaucratic efficiency, President Marcos emphasized the need to consider the differences between the national bureaucracy and various local government units (LGUs) when developing the code or policy for the new system.

President Marcos acknowledged that there are technological, political, and local considerations that need to be taken into account to comply with the law and address the diverse needs of different agencies and LGUs. He emphasized the importance of bringing the system down to the local level and involving LGUs in the process.

To implement the new system, the Department of Information and Communications Technology (DICT) and the Anti-Red Tape Authority (ARTA) are currently mapping the processes of different agencies so they can be collated into a single system. LGUs are also covered by the ease of doing business law, particularly under Section 11, which requires them to establish and standardize electronic business one-stop-shops.

President Marcos directed the DICT and ARTA to assist LGUs in adopting the Business Permits and Licensing Systems in All Cities and Municipalities (BPLS) system, which aims to streamline requirements and processing time. The proposal is also to extend the coverage of the system to other types of businesses, similar to the Department of Trade and Industry's one-stop-shop for big-ticket investments.

Officials from various agencies have been conducting stakeholder consultations and looking at ways to integrate processes for migrant workers, maritime, and shipping industries. They noted the improvements that can be achieved through data sharing and streamlining of government processes. The goal is to reduce requirements and processing time by adopting data sharing among government agencies, eliminating the need for redundant document submissions.

To further strengthen the implementation of streamlining and digitalization initiatives, ARTA is requesting the approval of proposed revisions on Executive Order No. 482, series of 2005, to make it responsive to the current situation, as well as the issuance of corresponding Administrative Orders and Executive Orders.

The government is also implementing other initiatives under the Ease of Doing Business (EODB) program, such as TradeNet, the Manual for the Reengineering of Business Permits and Licensing Systems in All Cities and Municipalities (BPLS Manual), and Streamlined Guidelines for the Issuance of Permits, Licenses, and Certificates for the Construction of Shared Passive Telecommunications Tower Infrastructure (PTTIs), to improve the efficiency of government services.

President Marcos met with various officials during the sectoral meeting, including DTI Secretary Alfredo Pascual, Interior and Local Government Secretary Benjamin Abalos Jr., Information and Communications Technology Undersecretary David Almirol Jr., ARTA Director General Ernesto Perez, and Customs Commissioner Bienvenido Rubio, to discuss the implementation of the single operating system for government transactions and other initiatives aimed at improving ease of doing business in the country.
