PBBM Backs Implementation Of DOC, Early Conclusion Of Code Of Conduct In The South China Sea

President Ferdinand R. Marcos Jr. of the Philippines has reiterated his country's commitment to the implementation of the Declaration of the Conduct of Parties in the South China Sea (DOC) and the early conclusion of an effective and substantive Code of Conduct (COC) in the South China Sea.

Speaking at the 42nd ASEAN Summit Retreat Session in Labuan Bajo, Indonesia, on Thursday, the president emphasized the importance of ensuring that the South China Sea does not become a nexus for armed conflict.

President Marcos stated that the rules-based regional architecture should be underpinned by the Centrality of ASEAN towards inclusive engagement in the Indo-Pacific, as exemplified in the ASEAN Outlook on the Indo-Pacific.

The president also noted that the Philippines advocates a rules-based maritime order anchored on the 1982 UNCLOS, particularly with recent incidents in the South China Sea that infringe on the country's sovereignty, sovereign rights, and jurisdiction.

Despite continued incidents of Filipino vessels in the country's waters and attempts to deny and obstruct the Philippines' ability to exercise its sovereign rights in its Exclusive Economic Zone, the Philippines will remain firm in upholding and protecting its entitlements under UNCLOS, the president said.

President Marcos also called for the utmost restraint and immediate cessation of violence in Myanmar and expressed concern over the heightened tension in the Korean Peninsula, as well as the humanitarian crisis and the continuing economic impact caused by the Russia-Ukraine conflict. He urged Myanmar to abide by and implement the Five-Point Consensus, and for external partners to complement ASEAN's efforts in the context of the Five-Point Consensus.

The president underscored the need for the DPRK to abide by prevailing UN Security Council Resolutions and engage in dialogue with concerned parties towards the denuclearization of the Korean Peninsula. In terms of the ongoing Russia-Ukraine conflict, and its possible escalation through the use of nuclear weapons, President Marcos urged the countries concerned to search for a peaceful resolution to the conflict.
The president is in attendance at the 42nd ASEAN Summit and Related Summits for two days and is expected to fly back to Manila on Thursday.
