PBBM Grants Amnesty To Rebels

President Ferdinand R. Marcos Jr. has issued Executive Order (EO) No. 47, amending the functions of the National Amnesty Commission (NAC) through an update to Executive Order No. 125. The amendments are aimed at facilitating the processing of amnesty applications under new proclamations.

The National Amnesty Commission, as outlined in the executive order, is tasked with receiving and processing applications for amnesty under Proclamation Nos. 403, 404, 405, and 406. President Marcos emphasized the need to encourage rebels and insurgents to return to the folds of the law through this comprehensive peace initiative.

Under Proclamation No. 403, amnesty is granted to members of the Rebolusyonaryong Partido ng Manggagawa ng Pilipinas/Revolutionary Proletarian Army/Alex Boncayao Brigade (RPMP-RPA-ABB) for crimes committed in pursuit of their political beliefs, excluding specific offenses such as kidnap for ransom, massacre, rape, terrorism, and other gross violations of human rights.

Proclamation No. 404 extends amnesty to former members of the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF), covering offenses related to rebellion, insurrection, sedition, and more. Similar exclusions apply to certain serious crimes.

President Marcos also issued Proclamation Nos. 405 and 406, granting amnesty to members of the Moro Islamic Liberation Front (MILF) and Moro National Liberation Front (MNLF), respectively, for crimes committed in pursuit of their political beliefs. The amnesty does not cover specific serious offenses, aligning with the exclusions outlined in the other proclamations.

The amended executive order and proclamations are part of a broader strategy to foster national healing and unity by providing a path for individuals involved in political conflicts to reintegrate into society.

The National Amnesty Commission, created under EO No. 125, will dissolve upon completion of its mandate, as determined by the President. The amnesty is conditional, excluding those involved in heinous crimes and gross violations of human rights.
