President Ferdinand "Bongbong" R. Marcos, Jr. expressed his gratitude to the House of Representatives, led by Speaker Ferdinand Martin G. Romualdez, for successfully passing the National Land Use Bill, one of the administration's priority measures.
During the grand launching of Pier 88 in Liloan, Cebu, President Marcos emphasized the significance of such projects in driving progress in the area. He also highlighted the importance of implementing a national land use policy to govern both national and local government development initiatives.
"I thank the House of Representatives for its timely and significant action in having approved their version of this bill on third reading just a few days ago," President Marcos stated. Speaker Romualdez was present among the officials who accompanied President Marcos during the grand launching of Pier 88.
The President reflected on his advocacy for a national land use policy, which he had been pushing for since his time as governor, congressman, and senator.
“This time we will see to it that this measure shall be given the urgent attention that it deserves, cognizant of its fundamental importance to our holistic national development," President Marcos emphasized. Under the proposed framework, President Marcos stated that "all mandates and policies on land use shall be integrated," and local governments must ensure that their respective land use plans align with the national plan.
The House of Representatives approved House Bill (HB) No. 8162, the proposed Act instituting a national land use policy, on its third and final reading with a vote of 262 in favor, three against, and zero abstentions. HB No. 8162 is among the priority measures of President Marcos adopted by the Legislative Executive Development Council (LEDAC).
"This is a long-awaited measure, and the President knows its importance. Through this proposed National Land Use Act (NLUA), the government will have the tool to properly identify land use and allocation patterns in all parts of the country," Speaker Romualdez stated after the passage of HB No. 8162.
The State aims to institutionalize land use and physical planning through HB No. 8162 as mechanisms for identifying, determining, and evaluating appropriate land use and allocation patterns. The policy aims to promote and ensure sustainable management and utilization of natural resources, disaster risk reduction and climate change resilience, and the protection of prime agricultural lands to ensure food security, particularly for rice and corn.
Additionally, the measure seeks to protect permanent forests, watersheds, and ecosystem services to achieve sufficiency in food, water, and energy. It also aims to preserve and develop the country's historical, cultural, archaeological, and built heritage resources to deepen the understanding of the nation's history and culture.
