To safeguard the welfare of Filipino workers, the Marcos administration has officially submitted the International Labour Organization (ILO) Convention addressing workplace violence and harassment for Senate concurrence.
The convention in question, ILO Convention No. 190, also known as the Convention Concerning the Elimination of Violence and Harassment in the World of Work, was adopted during the ILO Convention General Conference in Geneva, Switzerland, in June 2019.
Last month, Malacañang submitted this vital international agreement for the Senate's consideration and concurrence.
ILO Convention 190 (ILO C190), which took effect on June 25, 2021, is applicable to all sectors, encompassing both public and private, in urban and rural settings, within the formal and informal economy. It provides a universal framework to tackle workplace violence and harassment, including gender-based violence, fostering a culture of zero tolerance.
President Ferdinand R. Marcos Jr. emphasized the importance of ratifying ILO C190, asserting, "The ratification of the ILO C190 will fortify the Philippine government’s mandate and policy in promoting and protecting the rights of Filipino workers, locally and overseas, by pushing for a work environment with zero tolerance for violence and harassment."
He also pointed out how this commitment aligns with key targets under the United Nations Sustainable Development Goals, particularly Goals 5 on Gender Equality and 8 on Decent Work and Economic Growth.
Following a thorough examination of the convention's text, President Marcos recommended ratification to the Senate. This move has garnered the support and concurrence of various government agencies, including the Department of Labor and Employment (DOLE), National Economic and Development Authority (NEDA), Department of Social Welfare and Development (DSWD), Commission on Human Rights (CHR), Civil Service Commission (CSC), Philippine Commission on Women (PCW), and the Presidential Human Rights Committee Secretariat.
