PCG Investigates Capsizing Of Local Fishing Boat By Foreign Vessel

The Philippine Coast Guard (PCG) said they are actively engaged in a comprehensive investigation following the capsizing of Filipino Fishing Boat (FFB) DEARYN.
On the early morning of October 2, 2023, the vessel capsized 180 nautical miles from Agno, Pangasinan, after being struck by an unidentified foreign commercial vessel.
The casualties of this incident have been identified as the Boat Captain, aged 47, and two Boat Crew members, aged 38 and 62, all hailing from Calapandayan, Subic, Zambales.
The PCG has disclosed that adverse weather conditions and darkness might have contributed to the accident, making the smaller fishing boat undetectable to the passing tanker vessel.
The survivors, comprising 11 fishermen, have provided their firsthand accounts of the incident. According to their statements, the collision occurred around 4:20 AM while the FFB DEARYN was anchored at their payao, a floating fish aggregating device.
They utilized their small service boats to transport the bodies of the victims to Infanta, Pangasinan.
The PCG is currently cross-referencing the fishermen's testimonies with the date and time to identify the vessels passing through the exact location of the incident.
Once identified, the PCG plans to collaborate with the vessel's flag state and next port of call to initiate a thorough investigation.
President Ferdinand "Bongbong" Marcos issued a statement on the incident.
"We are deeply saddened by the deaths of the three fishermen, including the captain of the fishing vessel. The incident is still under investigation to ascertain the details and circumstances surrounding the collision between the fishing boat and the still unidentified commercial vessel," the President said.
President Marcos reassured the victims' families and the public, stating, "We assure the victims, their families, and everyone that we will exert every effort to hold accountable those who are responsible for this unfortunate maritime incident. Let us allow the PCG to do its job and investigate, and let us refrain from engaging in speculation in the meantime."
