Philippines And Vietnam Strengthen Bilateral Ties With Comprehensive Agreements

In a significant development during President Ferdinand Marcos Jr.'s state visit to Vietnam, the Philippines and Vietnam signed multiple agreements on Tuesday, fostering cooperation in key areas such as rice trade, incident prevention in the South China Sea, agriculture, maritime collaboration, and cultural exchanges.
The Memorandum of Understanding (MOU) on Rice Trade Cooperation marks a pivotal step in ensuring a sustainable food supply for both nations amidst the challenges posed by climate change, pandemics, and external events. Vietnam committed to a five-year trade agreement, supplying 1.5 to 2 million metric tons of white rice annually to the Philippines at a competitive and affordable price through its private sector. The MOU also encourages information exchange on policies, plans, regulations, and other rice-trade related activities.
For Incident Prevention and Management in the South China Sea, both countries pledged to enhance coordination on maritime issues bilaterally, within the ASEAN framework, and with other dialogue partners. This collaboration aims to build trust, confidence, and understanding through dialogue and cooperative activities.
The MOU on Agriculture Cooperation seeks to intensify collaboration between the Philippines and Vietnam in agriculture, rural development, and related fields. It outlines 19 areas of cooperation, including high-value crops, livestock, aquaculture, farm management, sustainability, smart agriculture and aquaculture technology, research, training, and expert exchanges.
In the realm of Maritime Cooperation, the two nations aim to strengthen understanding, mutual trust, and confidence through the establishment of a Joint Coast Guard Committee. This committee will address common issues and interests between the Philippine Coast Guard (PCG) and the Vietnam Coast Guard (VCG), with a hotline communication mechanism to facilitate swift and effective coordination.
The Cultural Cooperation Program, covering the period of 2024-2029, focuses on expanding cultural exchanges and bolstering friendly relations between the Philippines and Vietnam. This program builds upon the Cultural Agreement signed in 1998 and is set to strengthen people-to-people ties.
