Pialago, LTFRB's New Spox; PISTON To Call For Strike

Celine Pialago has assumed the role of spokesperson for the Land Transportation Franchising and Regulatory Board (LTFRB) amidst escalating tensions with transport group PISTON.

PISTON has called for a three-day nationwide transport strike commencing on Monday, November 20, as a vehement protest against the government's steadfast adherence to the December 31 deadline for franchise consolidation under the Public Utility Vehicle Modernization Program (PUVMP).

PISTON National President Mody Floranda expressed dissatisfaction with the recently proposed amendments to the Omnibus Franchising Guidelines (OFG), asserting that key concerns related to the PUVMP's implementation remain unaddressed.

Specifically, PISTON demands the repeal of the franchise consolidation component, expressing apprehension that it could pave the way for the monopolization of routes by large fleet managers or corporations, sidelining smaller operators.

Floranda emphasized, "Franchise consolidation is the first step in seizing the livelihoods of drivers and operators. This is not to improve public transport but to facilitate the takeover of routes and livelihoods by big businesses, leaving small operators at a disadvantage."
PISTON has put forward five demands, including the scrapping of the franchise consolidation requirement, restoration of five-year franchises, financial support for affected drivers and operators, the right to freedom of association, and a just transition in public transport modernization.

"We encourage all drivers and operators nationwide to participate in our strike to defend our livelihoods and rights. Enough is enough! Strike now!" urged Floranda.

Meanwhile, LTFRB's new spokesperson, Celine Pialago, addressed the impending transport strike. She emphasized the agency's commitment to prioritizing the transportation needs of commuters during the strike.

"Priority is the convenience of passengers; that's number one. Second, our chairman will continue to engage in negotiations and dialogues. Chairman Guadiz's direction is to have open dialogue with these transport groups. However, for Monday, the priority is the transportation of affected passengers," Pialago explained.
