PNP Arrests Alleged Kidnap-For-Ransom Group In Rizal

The Philippine National Police-Anti-Kidnapping Group (PNP-AKG) has arrested an alleged leader and members of a notorious kidnap-for-ransom group.
The suspects, reported to be members of the Madriaga kidnap-for-ransom group, were arrested in a series of operations within a 24-hour span in Cainta, Rizal on Wednesday, July 12.
The PNP-AKG, acting on credible intelligence, launched the operation after receiving information that the suspects were planning to regroup.
Armed with a warrant of arrest for kidnapping for ransom, the police apprehended Ramil Lagonoy Madriaga and Jaime Marcaida Patano in front of a shopping center in Cainta, Rizal on Wednesday afternoon.
Further operations led to the arrest of three additional alleged members of the group: Ervyn Bernados, Ronald Alivio, and Richard Babagay.
The PNP-AKG considered Ramil Madriaga as the group's leader.
The series of events leading to the operation began on June 3, 2022, when two cousins Mark and William Lu were kidnapped in Tondo, Manila.
The mother of the victims promptly reported the incident to the authorities on June 4, 2022 enabling the PNP-AKG to launch an investigation.
After a negotiation process, the kidnappers initially demanded P100 million but eventually settled for P10 million, which was delivered as a ransom payment on June 14, 2022.
However, during the encounter on the zigzag road of Pililla, Rizal, a shootout ensued, resulting in casualties.
During the operation, one AKG personnel, Patrolman Joshua Lingayo, lost his life.
Additionally, two of the kidnappers were killed, and another managed to escape from the scene. However, the PNP-AKG apprehended a certain Rosendo Madriaga, who is believed to be a cousin of Ramil Madriaga, after a few hours.
The group of Madriaga, including Ramil and Rosendo, had previously faced charges in Pasig City and were convicted by the court. However, they were subsequently acquitted by the Supreme Court, highlighting the challenges faced by law enforcement agencies in combating organized crime.
