President Marcos Suspends LGU Pass-Through Fees

In a bid to enhance the ease of doing business and promote economic efficiency, President Ferdinand R. Marcos Jr. ordered the suspension of the collection of 'pass-through' fees by local government units (LGUs) on national roads.

The move, outlined in Executive Order (EO) No. 41 issued on September 25, prohibits LGUs from collecting toll fees and charges from vehicles transporting goods passing through national roads and other thoroughfares not constructed or funded by them.

President Marcos clarified the intention behind this decision, stating that streamlined transportation processes lead to reduced costs.

"We are doing this to implement ease of doing business and to lower the cost of transportation. If trucks can travel directly to their destination without unnecessary stops, it becomes faster. This means transportation costs will be lower," President Marcos explained on Friday September 29,2023.

The President emphasized that this initiative aims to expedite the movement of goods, making transportation more affordable. By stopping unauthorized collections at various points, the government believes it will significantly reduce transportation and logistics costs, aligning with the goals of the Marcos Administration’s 8-Point Socioeconomic Agenda.
