Proposed Tax Amnesty Extension Gets Nod On Third And Final Reading

In a unanimous decision, the House of Representatives approved several bills on Monday, May 16, 2023, including one that would extend the Estate Tax Amnesty's coverage and period of availment. The House Bill (HB) 7909 garnered 259 affirmative votes on its third and final reading.

The measure seeks to extend the amnesty's coverage from those who died on or before December 31, 2017, to December 31, 2021, while also extending the period of availment from June 14, 2023, to June 14, 2025.

The bill's authors are Speaker Ferdinand Martin Romualdez, Majority Leader Manuel Jose "Mannix" Dalipe, Senior Deputy Majority Leader Ferdinand Alexander Marcos, and Committee on Accounts Chairperson Rep. Yedda Marie Romualdez. Once the measure becomes law, it will provide relief to taxpayers who want to settle their estate tax liabilities.

In addition to the estate tax amnesty, the House also approved on third and final reading House Bill (HB) 7718, which redefines the crime of illegal recruitment committed by a syndicate. The bill gained 260 affirmative votes and seeks to categorize recruitment carried out by two or more non-licensees or non-holders of the appropriate authority as illegal recruitment committed by a syndicate. The bill also defines large scale illegal recruitment as an offense involving economic sabotage.

Other bills passed on final reading include HB 7721, which mandates the Technical Education and Skills Development Authority (TESDA) to design and implement technical-vocational education and training and livelihood programs for rehabilitated drug dependents. HB 7744 enhances the continuing professional development of Filipino professionals as an integral component of career progression and specialization programs. Meanwhile, HB 7763 declares August 9 of every year as the Philippines-Israel Friendship Day.

Deputy Speakers Isidro Ungab and Camille Villar presided over the plenary session. The House of Representatives' swift and unanimous passage of these bills showcases the government's commitment to providing relief to taxpayers, protecting the welfare of Filipino workers, and strengthening relationships with partner nations.
