QC Government Introduces 'Right To Care' Card For LGBTQIA+ Community

In a bold move to further advance the rights of the LGBTQIA+ community, the Quezon City Government officially launched the "Right to Care" card today at the QC Pride PH Festival 2023. This groundbreaking initiative empowers LGBTQIA+ couples to make decisions regarding their partners' healthcare through a Special Power of Attorney (SPA).

The implementation of this program will commence at three public hospitals in the city, namely the Novaliches General Hospital, Rosario Maclang Bautista General Hospital, and Quezon City General Hospital.

During the launch, Mayor Joy Belmonte, Councilor Wencerom Lagumbay, City Legal Department Head Lawyer Orlando Paolo Casimiro, PSJ Law’s Atty. Virginia Viray, and MullenLowe TREYNA’s Art Director Mr. Adrian De Guzman provided personal explanations of the initiative's significance and mechanics.

The "Right to Care" card recognizes the importance of LGBTQIA+ couples in making healthcare decisions for their partners, ensuring that their voices are heard and their rights are protected. With the Special Power of Attorney, these couples will have the legal authority to act on behalf of their partners and participate actively in their healthcare journey.

Mayor Joy Belmonte expressed her unwavering support for the LGBTQIA+ community, emphasizing the city's commitment to inclusivity, equality, and respect for all its residents. She believes that the launch of the "Right to Care" card is a significant step forward in championing the rights of LGBTQIA+ individuals and fostering a more inclusive society.

Lagumbay, one of the staunch advocates of the LGBTQIA+ community in the Quezon City Council, lauded the implementation of the program and highlighted the importance of empowering LGBTQIA+ couples to make informed decisions regarding their partners' healthcare. He stressed that this initiative is a testament to the city's dedication to promoting the welfare of all its citizens.

Attorney Orlando Paolo Casimiro, Head of the City Legal Department, shed light on the legal aspects of the "Right to Care'' card. He explained that the Special Power of Attorney provides a legal framework for LGBTQIA+ couples to exercise their rights and make healthcare decisions on behalf of their partners. This mechanism ensures that their decisions are respected by medical professionals and institutions.

Furthermore, PSJ Law’s Attorney Virginia Viray emphasized the significance of the "Right to Care" card as a means of granting LGBTQIA+ couples equal access to healthcare decision-making. She commended the Quezon City Government for its progressive stance in promoting equality and inclusivity.

The launch event also featured the insights of Mr. Adrian De Guzman, the Art Director of MullenLowe TREYNA, who highlighted the creative aspect of the campaign. He emphasized the importance of visual communication in raising awareness and promoting the "Right to Care'' initiative among the LGBTQIA+ community.
