QC Prosecutor's Office Dismisses 'Grave Threat' Complaint Against Duterte

The Quezon City Prosecutor's Office has officially dismissed the complaint of "grave threat" filed by ACT Teachers Party-list Rep. France Castro against former President Rodrigo Duterte. The resolution concludes that there is insufficient evidence to support the allegations made by the complainant.
The complaint, based on Article 282 of the Revised Penal Code (RPC) in relation to Sec. 6 of R.A. No. 10175, also known as the "Cybercrime Prevention Act of 2012," was filed by Castro, who serves as the Deputy Minority Leader of the House of Representatives.
In her submitted "Complaint-Affidavit," Castro highlighted her constitutional duties to actively advocate for transparency over public funds, good governance, and public accountability. The complaint stemmed from the legislative deliberations on the National Budget for the Fiscal Year 2024, during which Castro and her colleagues exposed what they perceived as the unauthorized grant of confidential funds to Vice-President Sara Duterte in 2022.
The resolution further emphasized that the prosecutor found no definitive basis to establish probable cause. Citing legal precedent, the resolution concluded that the complaint lacks sufficient evidence to warrant further legal action.
