Revised Military And Uniformed Personnel Pension System Reform Bill Receives Praise From Speaker Romualdez And Stakeholders

In a significant development, Speaker Ferdinand Martin G. Romualdez expressed his appreciation for the efforts of the Ad Hoc Committee on the Military and Uniformed Personnel (MUP) Pension System, applauding their successful revision of the reform bill.
The revised bill has garnered widespread acceptance from stakeholders, including the Armed Forces and the National Police.
The Speaker acknowledged the committee's diligent work, stating, "Salamat sa House Ad Hoc Committee, makakatulog na nang mahimbing ang mga military at uniformed personnel natin gayundin ang kanilang mga pamilya. Sigurado nang mababayaran ang lahat ng pensyon nila, may dagdag pa silang suweldo taun-taon." (Thanks to the House Ad Hoc Committee, our military and uniformed personnel, as well as their families, can now sleep soundly. Their pensions will surely be paid, with added annual salary increases.)
The commendation comes after the committee introduced a substitute bill, which successfully merged multiple House measures related to the proposed reforms in the MUP Pension System. The substitute bill, approved with amendments, addressed concerns and discrepancies raised by various stakeholders during the initial hearing.
Key agreements reached during the hearing include:
1. A maximum retirement package of 90 percent based on the base pay of all MUP, increasing the previous package by 5 percent for AFP personnel. 2. Inclusion of PNP personnel who served below 20 years in the list of those eligible for a separation lump sum. 3. Establishment of the retirement age at 57 for all MUP. 4. A guaranteed annual salary increase of 3 percent for all MUP. 5. Implementation of two distinct pension management systems—one for the AFP and another for civilian uniformed personnel. 6. A 50 percent indexation for MUP pensions. 7. Creation of a pension fund system window to support disadvantaged pensioners.
Speaker Romualdez emphasized the significance of the legislation, highlighting its unwavering dedication to the welfare of uniformed personnel who risk their lives daily to uphold peace and order. He underlined that the reformed pension system not only prioritizes the well-being of MUP but also contributes to the nation's economic stability. The Speaker extended his congratulations to the Ad Hoc Committee for their dedicated efforts in addressing this critical issue.
