Sen. Tulfo Calls For Monitoring Of LOA Issued By BIR

In a recent session, Senator Raffy Tulfo urged the Committee on Ways and Means to exercise its oversight power in scrutinizing all Letters of Authority (LOA) issued by the Bureau of Internal Revenue (BIR).
Tulfo expressed concerns about the alleged misuse of LOAs, particularly in various special economic zones, stating that this practice has become a breeding ground for corruption within government ranks. During the hearing on Tuesday, November 28, 2023, Tulfo emphasized the need to address the issue promptly, as the reported corruption has led to significant revenue losses in the millions.
"I want a list of LOAs in the last 3 years, and then we should have an assigned group of people to do a thorough follow-up on what happened to the LOAs, how much did the government earn out of those LOAs, and if there are none, there should be a case filed," Tulfo asserted during the hearing.
The Letter of Authority is a document issued by the BIR to initiate a tax audit or investigation of a taxpayer. It grants BIR examiners the authority to assess compliance with tax laws, verify financial records, and determine the accurate amount of taxes owed.
