Senate Bill aims to free Agrarian Reform Beneficiaries from Debt

In a plenary session on Wednesday, February 22, 2023, Sen. Cynthia A. Villar, the chairperson of the Committee on Agriculture, Food and Agrarian Reform, explained the provisions of Senate Bill No. 1850, which proposes the New Agrarian Emancipation Act.

The proposed bill aims to ease the debt burden of agrarian reform beneficiaries (ARBs) without repealing the Comprehensive Agrarian Reform Program (CARP), which was created under Republic Act No. 6657.

Sen. Villar clarified that the proposed bill seeks to condone the debt of ARBs, who have been struggling to pay their debts due to various reasons. The proposed bill will provide ARBs with a fresh start by freeing them from their debt obligations, allowing them to focus on improving their farm productivity and income.

The senator also emphasized that the proposed bill does not intend to repeal CARP, which is a vital program that aims to redistribute land and promote social justice. Instead, the proposed bill seeks to complement CARP by providing additional support to ARBs.
