Senator Alan Cayetano Urges Strong Action Against Rice Smugglers

Senator Alan Peter Cayetano called on government agencies, particularly the Department of Justice (DOJ), to take decisive measures against rice smugglers. The call comes in the wake of a stern warning issued by President Marcos during his State of the Nation Address (SONA) last month, where he declared that the days of smugglers were numbered.
Cayetano referenced the President's warning, stating, "'Bilang na ang araw niyong mga smugglers'—that's what President Marcos said during the SONA." He emphasized the urgency of addressing the issue, indicating the need for the government to act swiftly to curb rice smuggling and maintain the stability of the food supply.
The senator extended his discussion to the context of the West Philippine Sea dispute with China. Cayetano emphasized that a strong economy would bolster the country's position in the territorial conflict. He noted that the agricultural sector plays a pivotal role in the nation's stability, creating a ripple effect on employment, prices, and income.
Highlighting the challenges within the agriculture sector, Cayetano pointed out that disruptions in the supply chain can lead to political instability and nutritional deficiencies. He stressed the importance of taking comprehensive measures to counter these issues.
Cayetano outlined a three-pronged approach to tackle the problem. Firstly, he urged the continued use of strong language against rice smugglers and backed it up with concrete action by the DOJ. He stated that individuals interfering with the rice supply must recognize the government's unwavering commitment to pursuing justice.
Secondly, Cayetano advocated for the government to develop a contingency plan in case rice prices continue to rise. He referenced programs like the Department of Social Welfare and Development's (DSWD) food stamps initiative and the Pantawid Pamilyang Pilipino Program (4Ps), suggesting they could be crucial tools to support vulnerable populations.
Lastly, the senator emphasized the need to modernize the agricultural sector through technology. He recalled his visit to China in 2016, where he observed the use of drones for pesticide application. Cayetano stressed the significance of embracing modernization in agriculture and called for increased funding for irrigation and farm-to-market roads.
Cayetano also highlighted the necessity of supporting farmers in transitioning to agri-business. He expressed concern that traditional farming might not be attractive to the younger generation, urging the government to provide incentives and opportunities to entice them into the industry.
