Senator Pia S. Cayetano has emphasized the crucial role of community medical clinics in providing essential primary healthcare services to the public. During her visit to Glory Reborn, a privately operated birthing clinic that caters to underprivileged communities in Cebu City, the senator expressed her recognition of the significance of these clinics.

Cayetano asserted that primary healthcare, including prenatal and childbirth services, is universally acknowledged as the most effective form of intervention. Reflecting on the past, she recalled the high maternal mortality rate in the country prior to the enactment of the Responsible Parenthood and Reproductive Health Act (RA 10354) in 2012. As one of the law's defenders and proponents, she highlighted its positive impact. However, she noted that despite its passage, maternal healthcare remains inaccessible to women in numerous communities, particularly those in remote areas.

The senator attributed this challenge to the shortage of medical professionals, including doctors, nurses, and midwives, serving in rural regions. She emphasized that maternal deaths are preventable and often occur due to the lack of access to prenatal care, which could have identified potential complications in advance. Cayetano emphasized the importance of midwives in birthing clinics who are trained to recognize when pregnant patients require additional medical care and can provide crucial referrals to hospitals, potentially saving lives.

Even in urban areas like Metro Cebu and Metro Manila, Cayetano emphasized that pregnant women from impoverished communities may not fully comprehend the significance of regular checkups at healthcare centers. She acknowledged the critical role played by clinics like Glory Reborn, situated in the heart of neighborhoods, in assisting these women. These clinics provide vital support to those who have unplanned pregnancies and only seek maternal care as they near childbirth.

Expressing her gratitude, Senator Cayetano acknowledged the invaluable contribution of community clinics such as Glory Reborn in serving disadvantaged and marginalized women in Cebu. She commended the clinic's founder, Hillary Overton, who, despite not being Filipino, developed a deep affection for the Philippines, specifically Cebu. Cayetano highlighted Overton's personal connection to the country, having adopted a child with epilepsy and having her own Filipino child. The senator praised Overton and her family for their dedication to serving the Cebuano community, expressing admiration for their exemplary service.

In conclusion, Senator Pia S. Cayetano stressed the significance of community clinics like Glory Reborn and extended her support to individuals and organizations committed to providing healthcare services to underserved communities. She emphasized the immeasurable impact of the lives touched and families blessed by Glory Reborn's services. Through her remarks, Cayetano aimed to shed light on and express solidarity with individuals like Hillary Overton, who selflessly devote themselves to improving the lives of others.
