Typhoon 'Betty' Continues To Decelerate

In the latest update from the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA), Typhoon "Betty" (Mawar) has shown signs of deceleration as it progresses westward over the Philippine Sea, east of Northern Luzon.

The tropical cyclone bulletin, issued at 11:00 AM on May 28, 2023, provides important information regarding the typhoon's location, intensity, movement, and potential hazards.

As of 10:00 AM, the center of Typhoon Betty was estimated to be approximately 715 kilometers east of Tuguegarao City, Cagayan, at coordinates 17.3°N and 128.5°E. The typhoon has maximum sustained winds of 175 km/h near the center, with gusts reaching up to 215 km/h. The central pressure of the storm measures at 935 hPa. Presently, Betty is moving westward at a speed of 15 km/h.

The extent of tropical cyclone winds associated with Typhoon Betty is wide, with strong to typhoon-force winds reaching outwards up to 740 km from the center. PAGASA has raised Tropical Cyclone Wind Signal (TCWS) No. 1, indicating the threat of strong winds within the affected areas. The TCWS No. 1 warning, which has a lead time of 36 hours, encompasses several regions including Batanes, Cagayan (including the Babuyan Islands), Isabela, Apayao, Ilocos Norte, Abra, Kalinga, Mountain Province, Ifugao, Aurora, Quirino, and Nueva Vizcaya.

The bulletin also highlights the potential hazards affecting the land areas. Heavy rainfall is expected in various regions, and PAGASA has provided a forecast for the accumulated rainfall over the coming days. From tomorrow morning to Tuesday morning, the eastern portion of the Babuyan Islands and the northeastern portion of mainland Cagayan can expect 100-200 mm of rainfall, while Batanes, the northwestern portion of mainland Cagayan, and the northern portions of Ilocos Norte and Apayao may experience 50-100 mm of rainfall.

Moving forward, from Tuesday morning to Wednesday morning, greater than 200 mm of rainfall is forecasted for Batanes, the Babuyan Islands, and the northern portion of Ilocos Norte. Moreover, 100-200 mm of rainfall is expected in the northern portion of mainland Cagayan, as well as the rest of Ilocos Norte, Ilocos Sur, La Union, Abra, and Benguet.

Pangasinan and the rest of the Cordillera Administrative Region and mainland Cagayan may receive 50-100 mm of rainfall during this period.

The forecast from Wednesday morning to Thursday morning indicates greater than 200 mm of rainfall for Batanes, Ilocos Sur, the northern portion of La Union, and the northern portion of Benguet.

Babuyan Islands, Ilocos Norte, Abra, and the rest of La Union and Benguet may experience 100-200 mm of rainfall, while the northern portion of mainland Cagayan, Pangasinan, and the rest of the Cordillera Administrative Region could receive 50-100 mm of rainfall.

Additionally, Typhoon Betty is expected to enhance the Southwest Monsoon, resulting in monsoon rains over various regions. On Tuesday, monsoon rains are likely over the western portions of CALABARZON, MIMAROPA, and Western Visayas. By Wednesday, the monsoon rains may affect Western Visayas, as well as the western portions of Central and Southern Luzon.

With these weather conditions, PAGASA warns of possible flooding and rain-induced landslides, especially in areas highly susceptible to such hazards as identified in hazard maps. The public and concerned disaster risk reduction and management offices are advised to take necessary measures to protect life and property. Residents living in vulnerable areas should follow evacuation and other instructions from local officials.

Local PAGASA Regional Services Division should be monitored for specific severe weather information and warnings.
