In a recent statement, Vice President and Department of Education Secretary Sara Duterte defended the Department of Education's (DepEd) proposal to be granted P150 million in confidential funds for the year 2024.
Emphasizing the critical link between education and national security, she underscored the importance of shaping patriotic and loyal citizens who will love and protect the country.
"Education is intertwined with national security. Napakahalaga that we mold children who are patriotic, children who will love and defend our country," stated Vice President Duterte. With this belief, she justified the need for allocating confidential funds to DepEd.
Regarding the usage of the funds, Vice President Duterte clarified that the decision ultimately lies with Congress, including the House of Representatives and the Senate. The breakdown of how the funds will be utilized and allocated will be subject to the guidelines outlined in a joint Memorandum Circular pertaining to Confidential Funds. This circular specifies the proper usage and liquidation processes for the funds, ensuring transparency and accountability. However, due to the nature of Confidential Funds, Vice President Duterte acknowledged that certain aspects of its usage must remain undisclosed, particularly regarding its application in operational matters.
The proposal has garnered attention and concern from various stakeholders, including the deaf and non-deaf communities. Vice President Duterte stressed that the allocation is vital for both groups as education is an essential factor in ensuring the security and progress of the nation.
The call for patriotic education aims to instill in students a deep love and sense of responsibility for their country, irrespective of their backgrounds. By nurturing these values in the youth, the government hopes to foster a generation that will remain dedicated to safeguarding the nation's interests.
While the proposal awaits further scrutiny and approval from Congress, Vice President Duterte remains confident that the allocation of P150 million in confidential funds will significantly contribute to the development of a more united and secure Philippines.
