Senate President Juan Miguel "Migz" Zubiri signed three enrolled bills on Wednesday, which include the Maharlika Investment Fund Act, Estate Tax Amnesty Extension Act, and the act recognizing Baler, Aurora, as the birthplace of Philippine Surfing.
The signing took place at the Philippine Embassy in Washington DC, where Zubiri is currently conducting a working visit and engaging in meetings with members of the United States Congress and government agencies.
Zubiri expressed the urgency of the Maharlika bill and the time-sensitivity of the Estate Tax Amnesty Extension Act, stating that many people have been eagerly awaiting these bills. Fortunately, the enrolled copies were already prepared when Secretary Bantug joined the delegation in Washington, enabling Zubiri to sign them on Philippine soil at the embassy. Zubiri clarified that this incurred no additional expense to the Philippine government since Secretary Bantug was already part of the Senate delegation, and the enrolled bills were conveniently brought along.
The Estate Tax Amnesty program expired on June 14, 2023. The Estate Tax Amnesty Extension Act aims to extend the period of availment for two years, up to June 14, 2025. Recognizing its urgency, Malacañang certified the bill as an urgent measure.
Ambassador Jose Manuel "Babe" Romualdez and Senator Francis Tolentino, also participating in the working visit, were present to witness the signing of the bills.
Zubiri emphasized that despite having a few more days of meetings in Washington, the signed bills can now be sent promptly upon their return. The Estate Tax Amnesty Extension Act will be forwarded to Malacañang for the President's signature, while the Maharlika Investment Fund Act will be sent to the House of Representatives for the Speaker's signature. These measures signify significant progress in addressing important issues for the benefit of the Filipino people.
