A Fresh Start: Comelec Cancels Registration Of 42 Party-List Organizations For 2025 Elections

As we gear up for the 2025 national and local elections in the Philippines, the Commission on Elections (Comelec) has taken a significant step by canceling the registration of 42 party-list organizations. This decision is rooted in the goal of ensuring that only active and relevant groups participate in the upcoming electoral process.

According to Resolution No. 11071, the Comelec has the authority to delist party-list organizations that have either failed to participate in the last two elections or didn’t secure at least 2% of the votes in those elections. The law is quite clear: organizations must demonstrate their relevance and support among voters to remain in the race.

Comelec chairperson George Erwin Garcia explained that the cancellation is part of a broader effort to maintain the integrity of the party-list system. “Those canceled had not filed the necessary petitions or lacked proper authority from their members,” Garcia noted. He emphasized that simply expressing intent to participate is not enough; groups must follow the formal procedures outlined by the Supreme Court in cases like Atong Paglaum vs. Comelec.

Here’s a look at some of the groups affected by this decision:

1. 1-ABAA (1-Ako Babaeng Astig Aasenso)
2. Abyan Ilonggo (AI)
3. AKIN (Akbay Kalusugan Inc.)
4. ALON (Adhikaing Alay Ng Marino Sa Sambayanary Inc.)
5. ANG PDR (Ang Partido Demokratiko Rural)
6. Anakpawis
7. YACAP (You Against Corruption and Poverty)

And the list goes on, showcasing a variety of organizations that, unfortunately, failed to meet the necessary criteria to maintain their party-list status.

The Supreme Court has clarified that there are separate grounds for delisting, which means that groups must meet specific benchmarks to stay in the game. This ensures that the party-list system serves its intended purpose: representing diverse sectors of society in our legislative process.
