In a dramatic maritime operation on November 26, 2024, the Philippine Coast Guard (PCG) uncovered a shocking discovery: thirteen undocumented Chinese nationals aboard the dredger vessel Harvest 89, anchored in Mariveles, Bataan.

The vessel, set to depart for San Felipe, Zambales, raised red flags when its agent initially denied PCG inspectors access, claiming all documents were in order. This prompted a determined response from the Coast Guard Substation in Limay, Bataan.

Surprising Revelations During Inspection
When the PCG finally gained access to the vessel, the inspection team uncovered nine undocumented Chinese crew members who were not listed on the ship’s manifest, which only included eight Filipino crew members.

But the surprises didn’t end there. A follow-up inspection led to the discovery of four more undocumented Chinese nationals, hiding aboard the vessel. This brought the total to thirteen, raising serious questions about their presence and intentions.

Adding to the intrigue, the PCG discovered a uniform resembling that of the People’s Liberation Army (PLA) among the belongings on board.

Who Are They?

Here are the names of the undocumented individuals:
1. Luo Xian Ming, 56
2. Jiang Hai Gng, 48
3. Chen Yu, 40
4. Zhu Zhengli, 59
5. Zhou Zhi, 48
6. Zhou Chan Ggui, 51
7. Li Chun Liang, 45
8. Gong Qing Shan, 48
9. Wang Yu Man, 51
10. Wei Xue Yu, 49
11. Zhou Jib In, 49
12. Cheng Qing Yu, 48
13. Hua Ming Qing, 50

The discovery of these individuals, coupled with the PLA-style uniform, has sparked concerns about the potential implications of their activities in Philippine waters.

What Happens Next?

The PCG is now working closely with other government agencies to get to the bottom of this mystery. Legal actions are being pursued, and the custody of the undocumented individuals is being ensured as investigations continue.

This incident highlights the PCG’s unwavering dedication to safeguarding the country’s maritime borders. A spokesperson from the PCG reaffirmed their mission:

"We remain steadfast in our commitment to protecting Philippine waters and ensuring that maritime laws are strictly enforced.”
