In a pivotal move aimed at enhancing Philippine businesses' global reach, the Department of Trade and Industry (DTI) launched the ATA Carnet System on July 15.

This system, also known as the Convention on Temporary Admission (Istanbul Convention), marks a significant advancement allowing Philippine exporters to temporarily send goods to over 80 countries and territories without the burden of import duties and value-added tax in host nations.

DTI Secretary Alfredo Pascual emphasized the transformative potential of the ATA Carnet System, describing it as more than just a facilitative tool but a gateway to streamlined international trade opportunities.

By replacing multiple customs documents with a single comprehensive document, the system simplifies and accelerates the movement of goods across borders, facilitating participation in international trade shows and exhibitions.

"This 'passport for goods' ensures swift and efficient border crossings, reducing financial burdens on businesses and promoting export-led growth aligned with the Philippine Export Development Plan," Secretary Pascual highlighted.

Moreover, beyond enhancing international trade efficiency, the ATA Carnet System is poised to make the Philippines a more attractive destination for global events and exhibitions, which is expected to stimulate tourism, create jobs, and contribute to overall economic development.

The successful implementation of the ATA Carnet System is the result of a collaborative effort between the DTI, the Department of Finance, the Bureau of Customs, and the Export Development Council (EDC). The EDC, supported by the Export Promotion Support Fund, will undertake capacity-building and advocacy initiatives to ensure Philippine businesses maximize the system's benefits.

Secretary Pascual underscored the robust public-private partnership that made the Philippines' accession to the ATA Carnet System possible, affirming commitment to further reforms and initiatives aimed at solidifying the country's position as a dynamic export powerhouse and attractive business destination.

The ATA Carnet System, recognized globally as an essential customs document, facilitates the duty-free and tax-free temporary import of a wide range of goods, from commercial samples to professional equipment and items for exhibitions and fairs. Its broad recognition by customs authorities worldwide positions it as an indispensable tool for businesses engaged in international trade.
