BCDA Holds Dialogue With LGU Officials In Planned Landfill Shutdown

The Bases Conversion and Development Authority’s (BCDA) held talks with local government units (LGUs) in Tarlac for the ambitious initiative to transform the Kalangitan sanitary landfill in Capas into a hub of economic activity

The BCDA's plan aims to rejuvenate the 100-hectare site into a catalyst for growth, projecting to create approximately 30,000 jobs through industrial redevelopment under the New Clark City Master Development Plan.

BCDA President and CEO Joshua Bingcang recently engaged with Tarlac officials including Governor Susan Yap, Vice Governor Carlito David, Board Member Joy Gilbert Lamorena, and Board Member Henry Cruz to discuss the impending expiration of Metro Clark Waste Management Corp.’s contract for the landfill.

This dialogue underscored the BCDA’s commitment to repurpose the area once it is decommissioned, aligning it with their strategic development goals.

Governor Yap and Capas Mayor Roseller B. Rodriguez expressed enthusiasm for the BCDA’s vision, highlighting the positive economic impact anticipated for Tarlac residents.

Mayor Rodriguez, briefed separately by PCEO Bingcang, was updated on the comprehensive redevelopment plans that could potentially transform the landscape of the region.

Recognizing the importance of proactive waste management solutions, the BCDA has also briefed the Tarlac LGUs on alternative facilities available to meet the province’s solid waste management needs as the current contract approaches expiration.
